4.1.2.3 A description of the geographical scope of the place of origin (production base), including a map showing its geographical location, a map showing the distribution of plots, plot maps, areas, buffer zones, and a description of the use of neighbouring plots; a description of the surroundings of the processing premises, a site plan, and a process flow diagram.文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
4.1.2.4 Plans for the production, processing and sale of organic products for which certification is sought, including crop varieties, area under cultivation, projected yield, types of processed products, projected processing volumes, types of products for sale, planned sales volumes and sales destinations;文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
4.1.2.5 Evidentiary materials concerning the environmental quality of the place of origin (base) and processing facilities;文章源自FOFCC-http://www.fofcc.org.cn/en/11223/

4.2 Receipt文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
4.2.1 The certification body shall, within 10 working days of receiving the applicant’s written application, complete the audit review of the application documents and decide whether to accept the application.文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
4.2.2 Where the application is accepted, the certification body shall enter into a certification contract with the applicant; where the application is rejected, the certification body shall notify the applicant in writing, stating the reasons.文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
4.2.3 The certification body’s audit process shall ensure that文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
4.2.3.1 The certification requirements are clearly defined, documented and understood;文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
4.2.3.2 The difference in understanding between the applicant and the organisation has been resolved;文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
4.2.3.3 The ability to carry out certification services in relation to the scope of certification applied for, the applicant’s premises and any special requirements.文章源自FOFCC-http://www.fofcc.org.cn/en/11223/

4.3 Preparation and Conduct of the Inspection文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
4.3.1 Issuing inspection tasks文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
Prior to an inspection, the accreditation body shall issue an inspection brief, the contents of which shall include, but are not limited to:文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
4.3.1.1 Contact details and address of the applicant;文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
4.3.1.2 Audit criteria, including certification standards and other relevant laws and regulations;文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
4.3.1.3 Scope of inspection, including checking product categories and places of origin (bases), processing sites, etc.;文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
4.3.1.4 Inspection checkpoints, including the management system, traceability system, and the use of inputs, etc.; for entities or individuals certified in the previous year, this certification shall focus on inspecting the implementation of rectification requirements raised by the certification body, etc.文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
4.3.2 Based on the category of the inspection, the certification body shall assign inspectors with corresponding qualifications and competence, and shall obtain the consent of the applicant; however, the applicant shall not designate the inspectors. Before inspection, the certification body shall review the applicant's or manufacturer's management system and other documents for audit to determine their suitability, adequacy and conformity with the standard, and shall retain the records of audit.文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
4.3.4 Inspection plan文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
4.3.4.1 The certification body shall draw up an inspection plan and confirm it with the applicant prior to inspection. The inspection plan shall include: the basis for inspection, inspection content, personnel to be interviewed, inspection locations and schedule, etc.文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
4.3.4.2 Inspections shall be scheduled at appropriate stages of the production process for the product applied for certification, and at least one inspection shall be conducted during the growing period and the product processing period respectively; for the initial inspection of a place of origin (base), the scope of inspection shall cover no less than 2/3 of the production activity area. 4.3.5 Check implementation文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
To evaluate the applicant's management system in accordance with the requirements of the certification criteria standards, to verify the consistency between the production and processing processes and the documents submitted by the applicant in accordance with Clause 4.1.2, and to confirm the compliance of the production and processing processes with the certification criteria standards. a) inspection of production plots, processing and storage facilities, etc.;文章源自FOFCC-http://www.fofcc.org.cn/en/11223/

f) the identification and assessment of the quality status of the origin environment and the risks of potential pollution to organic production;文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
(g) Sample collection and analysis when necessary;文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
h) where applicable, verification of the implementation status of corrective action requests raised by the certification body in the previous year;文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
i) A summary of the inspection findings by the inspector prior to concluding the inspection. Clearly defining the issues identified and confirming them. The inspected party is permitted to provide explanations regarding the identified issues.文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
4.3.6 Assessment and confirmation of the environmental quality status of the place of origin文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
4.3.6.1 Certification bodies shall ensure that the environmental quality conditions of the origin (base) comply with the requirements specified in GB/T 19630-2005 Organic Products when carrying out inspections;文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
4.3.6.2 When the applicant cannot provide a valid monitoring report (certificate) on the quality status of the production site environment, and the certification body is unable to determine whether the quality of the production site environment complies with the requirements stipulated in GB/T 19630-2005 "Organic Products", the certification body shall require the applicant to commission a qualified monitoring agency to monitor the quality of the production site environment and provide a valid monitoring report (certificate).文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
4.3.7 Sample collection and analysis文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
4.3.7.1 The certification body shall establish procedures for sample collection and analysis (including residue and genetically modified organism analysis, etc.) in accordance with the relevant national standards.文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
4.3.7.2 If the inspector suspects that the applicant has used substances prohibited in the certification standards, or that the origin environment or products may be contaminated, samples shall be collected on site;文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
4.3.7.3 The collected samples shall be handed over to a testing organisation with relevant qualifications for analysis.文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
4.3.8 Inspection report文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
4.3.8.1 The inspection report shall be in the format specified by the certification body.文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
4.3.8.2 Inspection reports, inspection records, and other written documents shall provide sufficient information to enable the certification body to make an objective certification decision.文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
4.3.8.3 The inspection report shall contain a risk assessment and the inspector's judgment on the producer's conformity of production and processing activities with the certification standards, as well as descriptions of related aspects such as explanations of the information collected during the inspection process and non-conformities.文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
4.3.8.4 The inspector shall evaluate the overall implementation of standards by the applicant/producer, but shall not make a written conclusion as to whether the origin (base)/processor or product applying for certification has passed the certification.文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
4.3.8.5 The inspection report shall be confirmed in writing by the applicant.文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
4.4 Certification decision文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
4.4.1 Once the production process inspection has been completed, the certification body shall evaluate all information gathered during the certification process, make a certification decision and notify the applicant in a timely manner.文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
4.4.2 Applicants/producers who meet one of the following conditions shall be granted certification文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
4.4.2.1 Production activities and the management system comply with the requirements of the certification standards.文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
4.4.2.2 Where production activities, management systems, and other relevant information do not fully comply with the requirements of the certification standards, the certification body shall issue rectification requirements. If the applicant has completed the rectification within the specified time limit, or has submitted rectification measures and has the capability to complete the rectification within the specified time limit to meet the certification requirements, the certification body may approve the certification after verification.文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
4.4.3 Certification approval shall be denied if the production activities of the applicant/producer fall under any of the following circumstances:文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
4.4.3.1 A management system has not been established, or the established management system has not been effectively implemented;文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
4.4.3.2 Use of prohibited substances;文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
4.4.3.3 The production process is not traceable;文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
4.4.3.4 Failing to complete the corrective action or submit the corrective action plan within the time limit specified by the certification body; or the submitted corrective action plan fails to meet the certification requirements.文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
4.4.3.5 Any other serious non-compliance with organic standards requirements.文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
4.5 The certification body shall promptly issue a certificate to the approved applicant, authorising them to use the certification mark/logo.文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
4.6 Certification bodies shall enter into organic product mark/label use contracts with certified entities or individuals, clearly specifying the conditions and requirements for using the mark/label.文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
5 Post-certification management文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
5.1 The certification body shall take effective management measures regarding certified organisations, individuals or products, and conduct unannounced audits where necessary to ensure ongoing compliance with certification requirements;文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
5.2 The certification body shall track and manage the use of labels on certified products to ensure that the products using organic labels/identifications are consistent with the scope specified in certificate (including the quantity of labels);文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
5.3 The certification body shall promptly obtain information regarding changes and take appropriate measures to manage them in order to ensure that the certified organisation or individual continues to comply with the certification requirements;文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
5.4 In violation of the provisions of Article 27 of the Measures for the Administration of Organic Product Certification, the certification body shall promptly withdraw or suspend their certificate, require them to cease using the certification mark or logo, and make the announcement publicly.文章源自FOFCC-http://www.fofcc.org.cn/en/11223/

The content of 6.2certificate should be accurately filled in according to the actual situation of certification and accreditation, based on the applicable standards, certification categories, and the use of the accreditation mark.文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
6.3 Certification bodies shall use the national organic product logo, the national organic conversion product logo and the certification body's logo in accordance with the provisions of the Measures for the Administration of certificate and Certification Marks and the Measures for the Administration of Organic Product Certification.文章源自FOFCC-http://www.fofcc.org.cn/en/11223/
